Comment on the DEIS

How to Comment on the Rosemont Copper Project Draft Environmental Impact Statement

In accordance with the National Environmental Policy Act of 1969 (NEPA 43 U.S.C. 4321 et seq.) and the President’s Council on Environmental Quality regulations at 40 Code of Federal Regulations Parts 1500-1508, the Coronado National Forest is accepting comments on the Rosemont Copper Project Draft Environmental Impact Statement (DEIS). Requirements for commenting, including subsequent appeal procedures, may be found at 36 Code of Federal Regulations Part 215.

A 90-day public comment period is planned, which begins with the Environmental Protection Agency’s publication of a Notice of Availability in the Federal Register. Comments received regarding the Rosemont Copper Project DEIS are considered part of the administrative record for the NEPA review. Within this context, a commenter’s personally identifiable information, such as name and contact information, may be released to a third-party upon request under the Freedom of Information Act. Comments submitted anonymously, without a name and contact information, will be accepted and considered; however, anonymous comments will not provide the commenter with standing to appeal a subsequent decision under 36 Code of Federal Regulations Part 215.6(a)(3).

Comments on the DEIS should be as specific as possible. It is also helpful if comments refer to pages and/or chapters of the DEIS. Comments may address either the adequacy of specific analyses in the DEIS or the merits of the alternatives formulated and discussed in the document or both (refer to CEQ regulations at 40 CFR 1503.3). Criticism of predictive methodologies should be accompanied by alternative methodology and an explanation of why this methodology is preferable. General comments and subjective expressions of advocacy or opposition to the project or alternative are not generally helpful unless they are substantiated by a link to a relevant issue. Although there are many ways to comment, you only need to provide your comment once for it to receive full consideration.
