In a letter to Southwestern Regional Forester Corbin Newman and me, dated March 27, 2008, you requested "six adjustments to the Forest Service's course of action regarding the Rosemont Mine." One of the adjustments was to provide you with a review of the process used to select SWCA Environmental Consultants as the primary contractor to develop the environmental impact statement.
I have reviewed our compliance with procedures for third party contracts described by the Council on Environmental Quality, and have documented the results in the attached statement.
