The U.S. Forest Service (USFS) developed a model (referred to hereafter as the October 2013 Model) to attempt to quantify the impact to surface water resources in Upper Cienega Creek and its tributaries resulting from the modeled groundwater drawdown from the Rosemont Copper Project (the Project). In this document, we critique the October 2013 Model and discuss its appropriateness for use in an Endangered Species Act (ESA) Section 7 consultation. In addition, we provide an alternative approach toward the assessment of potential impacts to these surface water resources.
